With the coming to power of Hitler in 1933, Trotsky declared the Third International beyond hope of reform and called for a new international. He penned volumes analyzing the bloody caricature of socialism taking shape in the USSR. In 1939 the Fourth International was founded at a congress representing a handful of tiny parties in a dozen countries with virtually no mass base in any unions or workers organizations.
